Conclusions:
------------
There was a clear majority _for_ a formal procedure, and _for_ a
committee. There was no decision regarding the short/long procedure.
What we do next:
----------------
Under either procedure, we now invite nominations for a
committee. However, the vote didn't decide whether this was an interim
committee to decide committee functions, or a management
committee. However, as the person running the vote, I didn't vote
myself.
What I propose is that I now cast a vote for the short procedure, and
that we proceed immediately to invite management committee
nominations; but that if anyone feels that my casting vote is
improper, they protest immediately to me and simultaneously to both
scot.general and scot.announce. If any protest is received we delay
the committee elections and rerun the short/long vote.

I suggest that people who
would like to be on the management committee should post a short
message to scot.announce and scot.general, announcing their
candidature. A call for votes would then be held, and following the
outcome of the vote the committee would immediately begin by
appointing a control person and setting up a system for accepting
RFDs, promulgating CFVs, and posting control messages. It would
periodically report it's procedings to scot.announce.
The management committee would initially comprise four elected
members; it could co-opt up to three additional people to join, either as
technical advisors or as representatives of major news host
administations. The committee would be obliged to accept and to
publish RFDs suggesting changes to it's constitution.
I propose the following timetable:
7th December: Close of voting, results announced, candidates may
announce candidature
14th December: Close of announcements of candidature; CFV for
elections.
